About The Team:
The BlueLabs Civic Tech practice revolutionizes the way government agencies use data to reduce the friction between residents and the essential services they use. Our team develops deep expertise within the areas our clients care about most, then builds data programs that create impact at scale. We work closely with internal government innovation groups, and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.
This role supports the Healthcare.gov team (formally called Market Outreach Data System (MODS)) and our mission is to help ensure that millions of consumers receive information they need through personalized emails, text messages, and phone calls to enroll in health insurance through Healthcare.gov. We also lead a number of reporting efforts to best tell the story of Healthcare.gov successes and opportunities to our partners in government, especially within the Centers for Medicare & Medicaid Services (CMS).
About The Role:
This position reports to the Senior Program Manager and is a hands-on supervisor who will lead both the functional area as well as the team. The Lead has responsibility for one part of the larger program/project and works to build the specialization of their area while also ensuring coordinated efforts across all functional areas. The ideal candidate will be comfortable working with disparate data and eager to drive analysis that leads to impactful outcomes. We’re not building a team for a day—this is a project for the long haul. More than anything else, we’re looking for people who are excited by our mission, love to create, are honest about what they know, fascinated by what they don’t, and relish the opportunity to work with people who value the same.
- Data Analytics: The portfolio of work that includes ad-hoc client requests, support of paid media efforts, consumer-level analytics for Healthcare.gov. This team will focus on quicker-turn analytics projects to inform CMS and MODS decisions relating to the outreach strategy for the Marketplace.
- Data Engineering: The portfolio of work that includes list cutting for email, SMS, and phone outreach, administration of the MODS Pipeline, investigation of Pipeline issues and inconsistencies, optimization of Pipeline operations, and continuous maintenance and improvement of data operations from upstream data sources.
- Data Science: The portfolio of work that includes enrollment reporting, identification and development of new reports that serve client goals and interests, identification of and maintenance of models to enhance analytics, and support of longitudinal experiments to measure impact of the Marketplace outreach.
In this position you will:
- Both conduct and supervise the team’s work, which includes data from disparate data sources to distill overall insights about trends – and exceptions to those trends.
- Coordinate with the Program Manager for task-tracking, cross team collaboration, and toolset upgrades.
- Set and implement team goals that support the overall goals and mission of the Program.
- Bridge the gap between data collection and analysis. You know how the data is collected so you can ultimately help individuals access healthcare.
- Develop knowledge about the project so you can effectively put data in context – and help your team to do the same.
- Drive relevant data analysis and data management strategies to create systematic methods of measuring performance across complex systems and technical implementations.
- Check, clean and transform incoming data for data pipelines, and help others to do the same.
- Collaborate with colleagues in roles such as engineers, data scientists, program managers and external stakeholders to troubleshoot problems and proactively create solutions.
- Strive to support team excellence by developing high quality documentation.
- Work both independently and as part of a team to deliver accurate products on short deadlines.
- Supervise staff in their analytical work, coach, and develop team members.
What We Are Seeking:
- Someone who wants to lead and do: You think about what your team needs and how to help them grow and be effective. You effectively balance delegation and individual contribution. You can lead, primarily, the day-to-day aspects of the team, objectives, and work while understanding the longer-term goal and vision.
- The ability to apply a variety of skills: whether thinking strategically about how to develop an enduring process, digging deep into a complex data analysis, or putting yourself in the shoes of an end-user to answer a question they didn’t know they had - you’re comfortable thinking from a number of different perspectives.
- Advanced understanding of how to manipulate data using SQL and/or Python.
- Significant proficiency in one or more general or statistical programming languages (i.e. Python, Ruby or R) to systematically solve problems, and interest in learning new tools and techniques.
- Experience going from insight to impact: using the results of your analysis to tell a story through visualization, presentation, and writing.
- 3+ years of work experience working with data and/or healthcare decision-making.
- Leadership competencies in the following: empathy, active listening, coaching/feedback, integrity, decisiveness, and problem solving and/or experience as a people manager, mentor, or thought partner to your teammates.
- Helping analysts take their work from 80% to done: maybe by quality checking results, adding context, or helping to organize raw analysis into stories and recommendations.
- A proven track record using data-driven solutions to improve social outcomes - and bring a multidisciplinary approach to doing so.
- The ability to anticipate questions from your stakeholders while remaining objective in how you approach their unique challenges. You are experienced deriving value from imperfect data, but also know when to pull the emergency stop button.
- The ability to successfully attain and maintain a Federal Public Trust background investigation that our government clients require; this includes a requirement that the individual has U.S. Citizenship or U.S. residency for three of the past five years
You may also have:
- Experience leading a project in which you (and possibly also your team) led a client from the point of analysis to change in behavior - whether internal or external to the organization.
- Experience developing solutions that blend data-driven decision-making with thoughtful understanding of human-centered design/processes.
- Authored narrative and data visualizations that were tailored to engage your client at the right level of detail.
- Experience guiding significant aspects of larger projects that aim to achieve key objectives, using your strong understanding of the organization’s end goal and with minimal direct supervision.
- An undergraduate degree in a quantitative field or equivalent technical training.

The salary for this position is $95,000 annually.
While we prefer this position to be in the Washington, DC area, we are open to considering candidates from within the U.S.
